n improvement district is a geographic area within which property owners and/or tenants agree to pay for certain services supplementary to those supplied by the local authority and which will enhance the physical and social environment of the area. The property owners and/or tenants determine the type and scope of services that are required based on the needs of the area and these typically include security, cleaning, maintenance, marketing and special programmes to address aspects such as transport, access, parking and homelessness.

Many improvement districts have been formed in recent years as a local business response to the declining municipal budgets and services. They have been effective in providing services that improve the overall viability of a central business district or of retail or specialist nodes resulting in enhanced property values, rentals and sales.

In Gauteng improvement districts are considered in terms of the Gauteng City Improvement Districts Act No. 12 of 1997, which was approved by the Gauteng Provincial Legislature on 9 December 1997.

Urban management of a defined area is brought down to the street level with a focus and attention to detail that is not possible form local government. The resurgence of a number of cities from first world North America to those in developing countries such as Jamaica, have one common root – a managed environment. Managed environments offer friendly, clean and safe conditions that are a prerequisite for investment and growth and are a proven tool in the fight against urban deterioration. All issues that may be negatively impacting on an area are investigated and dealt with on an integrated basis.
